If the school filters block it but yet the ad continues to run its campaign, do you think GI considers it as being shown?

Well, if the site/ads still got impressions, then GI would very much think it still active.

I don't know. What I do know is adbrite has few 3rd party loaded banners.This however is not a just problem with proxies it could apply to any website being viewed from a office or school.
Also some adsense advertisers may be blocked so they would click on the ad and be brought to a block page. lol

Advertisers are not invincibale either they follow the same categorization routines.

But, I have doubt. Will my users like the ads follow them and thus make them runaway or will they ignore it..

1 pop under every min is fine. IF your users cannot find any other workable unblock proxy and yours is the only one they can find that is unblocked, they would still use it even if you release more than 30 pop-unders to them under 30 mins.
